INDEPENDENT DELIVERY AUTHORITY

Independent Delivery Risk & Change Facilitation (Rail)

ASAVRAIL provides independent delivery risk and change facilitation support to help rail projects strengthen governance, improve decision-making and bring clarity to complex delivery challenges.

The Independent Delivery Authority (IDA) provides a focused layer of independent challenge between project delivery activity and effective governance.

The IDA is designed for situations where delivery risks, resource constraints, dependency issues, programme assumptions or emerging changes are impacting confidence and progression.

The service provides independent challenge, structured facilitation, governance clarity and decision support without taking ownership of project delivery.

our levels of support

LEVEL 1 — FOCUSED Delivery ADVISORY

  Focused Delivery Risk Assessment

For a specific delivery question, risk, issue or emerging concern requiring an independent perspective.

Typical review areas may include:

  • Active project risks and issues
  • A specific delivery assumption
  • Resource or competency constraint
  • Individual dependency or interface concern
  • Mitigation strategy
  • Escalation consideration

A concise intervention designed to provide independent challenge, findings and a practical route forward.

Typical duration: 2–3 working days

Defined scope | Review focus agreed at commencement

LEVEL 2 — INDEPENDENT project REVIEW

Risk & Change Facilitation Review

For a defined delivery challenge requiring structured independent review, challenge and facilitation.

The review is tailored to the specific challenge and may focus on one or more relevant areas, such as:

  • Active risks and issues
  • Programme and delivery assumptions
  • Resource or competency constraints
  • Interfaces and dependencies
  • Mitigation strategies
  • Change readiness
  • Governance and escalation
  • Risk-to-change justification

The Standard Review provides a structured independent intervention without assuming responsibility for project delivery or risk ownership.

 Typical duration: 4–5 working days

Defined scope | Review areas agreed at commencement

LEVEL 3 — ENHANCED REVIEW

 Integrated Delivery & Escalation Review

For more complex or multi-dimensional delivery challenges requiring broader evidence review, stakeholder engagement, facilitated governance and integrated decision support.

Potential activities may include:

  • Integrated delivery risk assessment
  • Complex dependency and interface review
  • Broader governance and escalation assessment
  • Change-readiness considerations
  • Cross-disciplinary delivery considerations
  • Risk-to-change analysis
  • Facilitated stakeholder discussions
  • Executive-level decision support
  • Prioritised escalation and stabilisation recommendations

The Enhanced Review is structured around the specific delivery challenge and level of stakeholder involvement required.

Typical duration: 1–2 weeks

Defined scope | Engagement structure agreed according to requirement

TYPICAL REVIEW AREAS

The following services can be delivered through the appropriate level of support depending on the complexity and requirements of the assignment.

Resource availability, capability constraints and their potential impact on delivery confidence.

PROGRAMME & DELIVERY ASSUMPTIONS

Challenge of assumptions underpinning programme confidence, sequencing and delivery strategy.

INTERFACES & DEPENDENCIES

Identification of dependencies and cross-disciplinary interfaces that may be creating delivery risk.

DESIGN DELIVERY PRESSURES

Consideration of design maturity and design delivery pressures where these are contributing to delivery uncertainty.

GOVERNANCE & ESCALATION

Review of governance arrangements and escalation pathways relevant to the identified delivery challenge.

RISK-TO-CHANGE LOGIC

Consideration of whether an identified risk or issue provides a credible basis for controlled change action.

KEY BENEFITS

Greater visibility of delivery risks, dependencies and underlying assumptions.

CLEARER MITIGATION & ESCALATION

Improved clarity around mitigation strategies, escalation routes and governance considerations.

STRONGER DECISION CONFIDENCE

NEED AN INDEPENDENT DELIVERY VIEW?

Is a delivery risk creating uncertainty?

Are resource or dependency constraints affecting programme confidence?

Is a risk becoming a potential change?

Is escalation unclear?

Does the project need an independent perspective before making a significant delivery decision?

START WITH THE CHALLENGE.

ASAVRAIL can help determine the appropriate level of Risk & Change Facilitation Review.
